ATT puts out unlimited data plan in response to Verizon

Just like the cable industry, big oligopoly where they all collude with each other

Two issues with this statement. First, it's not like the cable industry in which service is restricted to specific regions/areas. For instance, Cox Cable is available in our area but Comcast is not.
Second, cell phone service companies are actually competing for your business. What's the alternative? Government control of the industry and there's no competition?

Yeah, this isn't collusion at all, it's responding to competition. Ever since the feds blocked the TMobile AT&T merger, TMobile has been forcing AT&T and Verizon to offer better options and pricing. If they hadn't blocked that merger we'd have much worse options than we do now.

I disagree here. They all price their shite the same and roll everything out at the same time. There has to be some communication between them.

If T-Mobile hadnt done this first and starting gaining a ton of subscribers then att and verizon would have never introduce a plan like this. But when one of the bigs introduces something, the other is always doing the same days later to stay competitive. Not exactly colluding.
The pricing of the unlimited data for 5 lines (22GB per line) is the same as 5lines with their XXL data plan which is a shared pool of 18GB. Verizon would have preferred not to go with this unlimited route.
The biggest problem in this industry now is that all of the players are offering free data for services they own, which is anti competitive. But Republicans seem to think allowing this is letting the free market ride. but as you stated, this is an oligolpoly, which a true free market cannot exist in.

When a Free market doesn't exist, the government has to get involved to protect consumers and competitors. Otherwise companies will take advantage of the lack of power consumers and smaller companies have in that market.
Government agencies acting independently of the three branches are a good thing. The last FCC chairman was a big player for Telecom, yet net neutrality still passed.
Good things can happen. Without them, NN would have never been in play

How much data does tethering use to run a laptop doing mostly web browsing related activities? I'd like to tether my laptop to my phone at work because the internet is monitored and I need to be able to check in and make updates to a few websites that I manage..

They're not disabling the feature on the phone. They're considering it an extra service and, if caught doing it, will charge you for it. Am I missing a way that rooted phones can hide this?

So long as you're not streaming everything under the sun, you won't get caught . My phone has been jail broken for over a year, no warnings or anything else

I have the old unlimited and grandfathered in for ATT. Dont they throttle at 22 anyway? I have received several texts stating I was getting close. If thats the case, why wouldnt I wont to switch carriers and get a hotspot included?

I was planning on opting out of my grandfathered on 3/1 without an ETF, because they are going up in price, I have a free out. Can they recant that now?
