I see your post and they do not describe the actual play at all. What are you looking at?
80% of the dives that you claim, are not really dives.
He is no different than other players on his team and in his league.

Neymar is by far the most fouled player in Europe. He is certainly a great player but is also skilled at going to ground on contact. He is very shifty and his change of pace and change of direction skills are what give him consistent opportunities to draw fouls. He sells it well but it is certainly part of his game. Most of them are fouls but would not be called if he chose to fight through them a la Messi.
