It started there but isn't there a continuation rule like when the foul begins outside but ends inside the box. I dunno.

Eh...it was definitely a penalty bc there was obvious contact, last defender back, and a clear goal scoring opportunity. But I do agree that Robben did what he does best and played it up a bit.
