It's all relative, because of course we have more talent now compared to when we made the quarters in 2002. The problem that a lot of people seem to be missing is that it's not like we're progressing while the rest of the world is stagnant. Innovation never stops, even for the best teams.
When you look at our progression through that lens, we haven't gotten much better at soccer over the last 25 years.

Mybe just my impression but it seems that more high level talent is spreading out over more national teams?
I haven't kept up with it that closely but are many more countries just recruiting possibly eligible players harder? Or did FIFA relax some eligibility rules?

That and a lot depends on health and who’s available for call ups (see Tessman, Busio, Agemayang and Cardoso - not that they would have been ). Also we’re very deep at certain positions and the cupboard is bare at others, or too young.
Also, this is the one area that coaches have real effect. Who they value and call up for their systems. Look at the Berhalter call ups last WC cycle vs. Pochettino this cycle. If Pochettino is coach again, I think there’ll be some more shuffling of players depending on who can develop over that time frame and whether and who he can recruit, like Banks.

Some coaches probably recruit harder and better than others. Also, dual or triple Nationals see a road to more playing time and more exposure (see Cape Verde and others).
Heck, even France has a lot of immigrant players on their team that were either born elsewhere or their parents moved there before they were born or while they were young.

A decent percentage of the best players on numerous World Cup teams grew up and trained in France.
They're academy system and scouting of the street footballing culture is remarkable.
It seems more NTs than ever are doing what we do in ramping up recruiting all the German-American kids.
