What will it take for Everton to be top 5 in the BPL

With Lukaku most likely heading out but a promising new manager at the helm with a soon-to-be new stadium in the mix, what players or moves should they consider to be a realistic contender?

I guess they were rumored to get Chinese money, then I saw they got a new owner, and I assumed it was Chinese.

Need to be largely rebuilt.
I don't think it would take a ton for EFC to slip into top 5 in a given year (5 finishes of 5-7 in the last 7 seasons). But it's a much bigger gap to BE top 5.
Stay with me on an analogy...I write a lot as an attorney. Often I get decent work from subordinate attorneys and then try to craft that into what I'm looking for. Sometimes, even after I pour effort into it and insert a lot of really good pieces/arguments, it still just doesn't "work," for me overall. It lacks cohesion, and while it contains quality in places, it's piecemeal.
I see Everton the same right now. You've got the lingering pieces from 2 managers hanging around, combined with rising academy players, combined with stop gap players, combined with "build around" players, combined with "he's good cover or value" players, etc. It's a jumble, with some talent and overall a generally competitive outcome, but that just lacks the overall theme/cohesiveness/strategy that I think would be necessary for EFC make the jump.
We should have the money such that we can blow it up in large part and stay relatively in the same results position (with goal that the rebuild product will have more upside for the future), but it's yet to be seen whether that will happen, IMO.
I think this issue applies to everyone, but I think it's much harder when you're doing it with fewer resources and brand appeal. Meaning, you can have philosophical turnover at the top, and weather it more easily, when you've already got elite players and have the money and clout to easily swap them for other elite players needed for a particular scheme.

They finished 4th in 2005 and 5th just 3 years ago. To do it consistently will always be tough but they actually have the financial resources now that they didn't even have 3 years ago. (Plus selling Rom will reel in a shite ton of cash).
Some nice young players, smart buys (Funes Mori, Gana, Lookman, Mirallas), and some good experienced players. I think they'll push for 5-6 this year depending on how they handle Europe.

We are getting rid of the Thai sponsor, unfortunately, at least on the jerseys. The new majority owner is from Iran but I believe he mostly grew up in England. He is already increasing our investment and we finally have some plans for a new stadium.
There have been a lot of promises made about spending in the transfer market, but its too early to tell what kind of effect he will have there.
