Definitely outside the box. But it's super close if you're viewing it at full speed...can't expect the ref to always get that right.

Barca will be very conservative early on I'm sure, but if City can mess around and grab an early goal in the first 15-20 minutes, then it'll be right back to a very interesting tie.
Who knows? With Aguero back I'll give them a 5% chance to advance. Still very unlikely. If they can't put one in early and we get late in the 1st half with no goals, they're toast, as it'll be only a matter of time before Barca puts one after a multitude of counters. But if City gets one early and doesn't have to push forward as hard for the remainder of the match, things could get interesting.
But I agree, it'll be a wide open, fun match.

From what I understand, if the contact continues into the box then it is a penalty. The crucial bit of contact (what actually caused Messi to go down) happened inside the box, though the contact as a whole started just before.

ETA: It ain't over. City will be healthy and Barca's defending is so sloppy.
Chelsea scored two at the Nou Camp with a much, much worse team and 10 men against a much better Barca team. City can do it.
One thing for sure is if City get the first one it's going to get fun.

I stand corrected:
-rules says "if a defender starts holding an attacker outside the penalty area but continues holding inside the area, the referee shall award a pentalty kick.
Interesting it says "shall award" and not "may award"...might be mandatory.
