I'm going to take a shot here on the reasoning for the rule. Europa has a lot of obscure teams in the competition. Scouting may be a difficult thing for a lot of teams. Also, there are a lot of language barriers involved. So, they remove the need to learn names to scout. You just need numbers.

I understand that this is likely not an issue for 99% of the teams out there, but it's the only explanation I can think of.

It sucks. He's a great guy and a pleasure to watch play. One of the best buys by Arsene ever. I still have my Cazorla shirt from the year he hit that free kick against Hull City in the FA Cup final.

If we bought Cazorla when he was 18 instead of 28, we would have sold him for a lot of money years ago. He's been the most underrated and by far the most versatile of the Spanish contingent in England, and doesn't get the acclaim he deserves, especially as we don't play in as cogent systems as Mata, Silva and Fabregas have played in.

I think the best compliment to Santi is when his teammates are asked who's the best or most skilled player they have played with they all answer "Santi".

I get annoyed that he hasn't gotten the plaudits, because he's been among the top five signings of the Wenger era, and frankly has been one of the best midfielders we've ever had.

Can you imagine if anyone would have asked Juan Mata to play that deep in midfield? Santi did it, and contributed double digit assists, a very rare feet for someone who plays so deep in midfield. He was on his way to establishing himself as one of the best deep-lying playmakers of these past couple of years before his injury. And he's all of 5'5. It boggles the mind that he doesn't get more respect.
