Brazil has one of the worst tax codes in the world. They have statutes that completely contradict each other and it's notoriously regarded as the one of the hardest to be in compliance with.
Combine that with its systemic corruption, and it's not hard to see how guys like Neymar get the shaft.

Qatar Investment Authority owns PSG and is worth about 200 billion so I'd say yeah they can afford it

there are 3 possibilities
1. emotional (he left brazil)
2. corruption (he didn't pay off the right guy when approached so that bureaucrat was like "frick that")
3. legitimate (brazil has a lot of corruption issues and it's a major political situation there)
brazil's shining example of "doing it the right way" (a huge construction conglomerate) was just busted for corruption
there is a current scandal going on where a prominent figure who is being investigated/prosecuted for corruption just got nominated to the presidential cabinet, as they are basically immune from prosecution. it's pretty bad over there

National pride goes only so far. If national pride were the ultimate motivation of the will, then Brazil wouldn't be so fricked up to begin with. Besides, Brazil is run by people. People have personal motives. Greed is usually a pretty big one. They confiscated properties and cars. Where do you think those are going to go?
