This might have something to do with loyalty to clubs in Mexico or elsewhere.
When the Fire signed Club America legend Cuauhtemoc Blanco, a lot of Mexicans began attending Fire games just to see him and they were wearing Club America gear.
For me, I started following Paris Saint-Germain before the Fire ever played a game in MLS. When they played each other in the Sister Cities Cup in 2010, I sat in the PSG section. While I like the Fire, my loyalty wasn't there.

Possibly.
But mostly it's because just because someone likes soccer doesn't mean they're going to attend a game, let alone multiple.

Of course, there's a lot of diversity in Hispanic populations but, at the risk of being overly general, the Latin and South Americans I know who grew up elsewhere, mainly speak Spanish, live in almost exclusively Hispanic neighborhoods, etc .. . could hardly care less about MLS.
They follow their national leagues (Mexican, South American, ect) which are all available in any Spanish cable package and also Real Madrid, Barcelona, big European matches and mainly other La Liga and Serie A clubs with players from their native countries.
The majority of Hispanic people who seem to follow the New York MLS clubs are those who fit culturally with the "upper middle class" 20-40 year old demographic.
