The time isn't really an issue, obviously offside though. I guess the linesman thought Oscar didn't touch it. Sucks for Everton.

This has happened to Chelsea a couple times in the last few seasons. The worst being Suarez scoring 45 seconds after the whistle should've gone AFTER he bit Ivanovic and should've been sent off/banned from ever stepping on a football pitch ever again.
EDIT: Coutinho scored against Chelsea long after the whistle should've gone earlier this year.

The one against Liverpool this year was just as bad.
I'd be pissed if I were Everton too but only because he was offsides as hell.
