Absolutely. Players must agree to contract terms with the new club for a transfer to be complete. If you want to block a transfer, all you need to do is refuse to sign with the new club. It's not the best tactic though, because you have to go back to a club that has proven they don't want you.
Supposedly, Carroll is stalling WHU in order to buy time in hopes Newcastle makes a bid.

Tony Barrett is reporting that Aquilani's deal to Fiorentina fell through and he's back in Liverpool for the time being. He still feels certain that he will be sold.

I don't understand the inclusion of Dunn, Lussey, and Roddan over Suso.
Also, the kid is tearing up the reserves...he deserves first team minutes somewhere. I wouldn't mind seeing him on loan in the championship somewhere this year.
