In terms of the big picture, you're spot on. Players win. Not coaches. The soccer culture here has to get to the point where we're striving for and competing for World Cups, rather than just shooting for the quarters or the knockout rounds or whatever. Until then, a good coach definitely matters because we're competing against countries that have better players than we do.
The process is ongoing and in my eyes I see progression. I most definitely believe that the USA will win a World Cup in my lifetime.

We have young talented players. Evaluating and development falls on coaching.

Development mainly falls on the coaches at the clubs for they play for. .. . that, and the players to show those clubs they deserve the playing time to develop etc. . .
I've never seen any manager of any other country who is expected to do anything whatsoever toward "developing" players for a NT.

Fair, but he is also the technical director. I would like him to do things to more things to improve the infrastructure.
Also, it took Jurgen five years to realize we should have a consistent centerback pairing. You should have that sorted out within a couple friendlies as a national team manager. With limited playing and potential for cohesion, you have to have consistency.

A federation's technical director usually has little to do with any individual players but are tasked with the "big picture", i.e. application of systemic training techniques, structure/style of all the various youth programs etc. . ..
I have no idea of JK is doing a decent job at this or not. (It does seem in keeping with most technical directors to constantly bicker with the domestic league, so there's that.)
However, his job as technical director isn't really to think about developing certain individual 18 or 19yo players. .
As manager he can call them in for experience, try to give advice about or even aid moves to better club situations but it's not that he's really going to be working with them on anything much more than a general tactical level.
They have to be improving vision, honing skills etc etc at their clubs and come to NT camp ready to show what they can do and let the manager get on with figuring with how to fit them into team tactics that work.
His job as technical director should, ideally, result in us having a lot more kids coming up who better and better clubs want to pour resources into developing in the future.

It would probably work better for a country our size than say the Icelandic system. No harm in taking aspects of both and applying them where possible.

We still have one yyyyuuuuuge problem despite the techical director....we have a pay to play system, which is quite the detriment due to hefty club fees. We pretty much winnow the talent base right off the bat with money being a #1 qualifier.

I don't think so. It isn't engrained in our culture yet. Kids are growing up playing multiple sports and not solely concentrating on soccer at the highest level in the world.
Other sports offer that here, American football, Baseball, Basketball.

This is one of the things that Klinsmann, to his credit, is trying to fix.
