Its the inconsistency with the calls that get me... Flopping sucks, but it happens in football and basketball as well. Make it look worse than it really is and in game speed, with bodies everywhere semi blocking the refs view, its hard for a ref to see if its a flop of a legitimate penalty.

pretty poorly officiated game IMO. Croatia has missed quite a few chances, too.
