Ignacio Palacios-Huerta, the penalty kicks expert, proposes that the order should be reversed after each round.
Example with Teams A & B:
Round 1: A B, Round 2: B A, Round 3: A B
Currently the team that kicks first in a shootout wins 60% of the time.

I don't love pk's, but I don't love any alternative situations I've heard either. There are plenty of creative propositions out there, but none of them fix the problem that penalties create.
BUT after 120 mins of soccer, we can't expect the players to continue on, and penalties are actually part of the game unlike other alternatives.

That makes sense to me. I don't have a problem with PKs especially considering I haven't heard a single good alternative method.

At what point and how many though? Do you make it to where you can have 11 or 10 subs? Cause if not then you're going to have some guys who have been out there for 120+ minutes assuming you mean expanding extra time along with subs. I don't think pk's are the best way to decide big games, I'm just kind of playing devil's advocate here.

After a 90 minute tie, go to extra time.
Play two (2) 15-minute periods. If there is still a tie, go to golden goal.
Play 15-minute periods until somebody scores.
Of course add extra subs after the two extra periods. I'd suggest two more per team.

Maybe I'm missing something but how exactly does this create goals?
Take, for example, England vs Italy this past week. England had completely bunkered in ET and was hardly trying to get the ball over midfield. Why would England not use their extra subs for fresher defensive legs and make it even harder for Italy to score?
England didn't have some other attacking option that would've helped.
Not trying to necessarily argue against this but I'm just getting how the subs are automatically opening the match up instead of vice-versa.

because they didn't have the security net of PKs coming up. they'd be forced to move up and at least try to score. when they did that they'd either score or soften their back and italy would score.
of course, both teams could just die.

Yea that would need to be figured out but that would be easy. Say 1 extra sub every five minutes or so hell you could even sub guys back on. Who cares as long as the soccer game is decided by soccer. I honestly have no idea how anyone could be against this.

Teams often are so afraid of conceeding they play for PKs and hope they win the lottery which is why extra time is so often unwatchable. If you knew you had to score a goal to win don't you think that would increase the motivation to go and get it, thus opening up the game and increasing the chances somebody is going to score in the first 30 min?

This logic is flawed. It essentially says that penalty kicks are not a function of a soccer match. They happen in non-tournament games, and therefore they are an aspect of soccer, albeit caused by an infraction.
The nature of tournament football requires that a quick and decisive measure necessitates a penalty shootout. Playing an indefinite amount of time with an infinite number of substitutions.
The increased number of subs could also prove to be faulty. It might encourage managers to avoid subbing players in normal time, under the pretenses of flooding the field with fresh players during extra time to take advantage of a team that has already used its regular allotted amount of subs. It could potentially kill attacking in the second half, as teams play to extra time where they get extra substitutions.

Big time stretch. Any manager who is going to tank an entire half of a game in order to possibly be able to use a strategy that MIGHT work should be fired on the spot.
There is really no possible way to make a logical argument that penalties are a better way to end a game than the game being settled by 11 v 11 until someone scores a goal.
