Oscar was 1v1 with keeper, already had position on the defender inside of City's half and the City player tugged him all the way to the ground by the jersey. No attempt on ball, last man back, clear goal scoring opportunity....

what more does it need to be a red?

That should have been a red. Criminal. The rule was designed for plays exactly like that, not red card/pk double whammies that goalies get all the time
