Sometimes you can't avoid making it into a punishment (like your speeding example), but whenever possible, it's just a more effective approach.

Wait. Is it that you don't want them to pay a penalty at all or you don't want to call a penalty a penalty.
I just paid a penalty to an agency and it didn't hurt my feelings. I fricked up a form. Well, not me but it stops with me.
We should get rid of all penalties according to Mr. Skinner then?

I have worked LEGALLY for 10 years overseas. It is costly, inconvenient, and takes slot of planning to do so. The when the locals are trained, they march us out of the country quickly.
Time for Americans to treat illegals and legal immigrants the same way as their citizens are treated.
ALL of my Naturalized USA citizen friends feel the same way. They came here and did it LEGALLY with stress and financial duress, and they feel slighted by the leniency given to illegal immigrants.
