Anyone with two neurons to rub together fully understands that any program which passes (if any) will be nothing but some sort of program funded from general revenue and aimed at historically black communities… probably in the form of capital development.
Even such a program is unwarranted, but the dimwits asserting that they want a check because they are 4% Black (or that a given Black should not qualify because of a White ancestor) is simply too stupid to be included in any serious discussion

ONE of my 8 great grandparents descends from a family of slave owners. Do I “come from a family of slave owners” (1/8 or 12%) or from a family of non-slavers (7/8 or 88%)?
