Tokyo seems like it would be no-nonsense, but Calgary seems to be a solid choice. Albertans fit in with the Western US ethic.

Calgary. It is close enough to be contiguous and defensible. It would inevitably bring Alberta into the US.
If I’m going afar, it would be Tapei. That is an economic dynamo, and it would be of incredible strategic importance to the US.
