No. It did not. It couldn't have. The state-run exchange didn't even exist before the ACA. You really should read the article.
The premise of the exchanges was that competition would drive the costs down because insurers would want the huge pool of PTs... doesn't seem to be holding true... does it?

Well, unless your wife is past childbearing age, that may be something you would (theoretically) be interested in having in the future.
The real problem with maternity coverage is that it's a scam. The premiums and deductibles are so high now that if you have a routine pregnancy you'd be better off just paying out of pocket.

Well I don't have a wife or family plan, so please tell me why I need to have an insurance plan with paternity coverage

Yeah, I guess you wouldn't need it right now.
Bigger problem is still the fact that if insurance were allowed to be insurance, then a routine pregnancy wouldn't be covered--people would just have the insurance kick in if there were complications.

Imagine how bad the mid-terms would be for the Dems if the President hadn't postponed it until after the election. Let a story like this become a meme a week or two before the election and there will be lots of Dem members of Congress looking for jobs next year.
Unless something drastic changes before the 2016 elections, Obama will have given it to the GOP due to the shitstorm the employer mandate will cause.
