Method of HIV infection wasn’t determined until well after people started dropping like flies and dying in a truly gruesome factor. We had no clue how it was spread at first. The way it killed people scared the shite out of everyone.

If you are a straight guy that does not do IV drug use then the chances of you getting HIV is basically zero.
If you are a woman with no IV drug use that does not have sex with gay men then your chances are basically zero. But how does a woman know if the guy is gay? She does not!

If the government follows the same playbook for monkeypox as it did for unvaccinated individuals, you'd expect gay men to be prevented from doing all kinds of things.
