Anyone who understands how the Army's promotion and evaluation system works should not be surprised by this. Convicting him under Article 88 would be nearly impossible to prove and, short of being relieved for cause or committing a crime, a senior leader is not going to be pulled from a senior staff college assignment.
Now, assuming the President gets reelected and the Senate remains in Republican control, he might not make O6 as the Senate has to confirm any list above Major. He would possibly be SELCON'ed into oblivion and retire as a Lieutenant Colonel.

Yeah, War College is just an excuse to hide him somewhere for nine months. Dude will never see O-6. Hell, he is going to have a tough time finding classmates to partner with. Military officers getting political is very much frowned upon. Guy will be an outcast there.
