He specifically implied that the bias affected Muh Russians - which was a different report.
Comey also was biased and took steps to preserve himself and was worried that Lynch would make him/FBI look bad. That's not political bias, but it's still bias. And egregious that he substituted his personal judgment regardless of his "good intentions."
