Why would you think something was done before the meeting? Because that’s the way it’s always been done in the past?

What about Trump leads to be believe he’ll do anything just because “that’s the way it’s done and always has been done?” The man doesn’t trust the people at State, and rightfully so I might add, so why would he allow them to make a deal for him?

Since North Korea has wanted this kind of meeting for years, my assumption is that the administration used that leverage to guarantee some kind of deal as a precondition of the meeting. That way no one gets embarrassed and they can focus on the political theater of the public interaction. I can’t imag Trump’s team would not have assurances in place.
