They don't have the votes. They need a 3/5 majority in both houses to call a special session and they don't have it. Impeachment is also off the table, and they don't even have the power to defund.
So, they can put on a show for their constituents, knowing it is futile, or they can wait for an opportunity to actually do something.

Kemp could call a special session but it is pointless. They still need Democratic support to impeach Willis. The best they would be able to do is pass a resolution condemning her prosecution but that wouldn't accomplish anything.
