It's one of many government agencies, most of which disagree with them, in just one of many governments in the world. You're cherry picking.

It's a conspiracy theory in the simple sense that it's a theory about a conspiracy, but it's disputed amongst authorities (see my posts with bass) and not fully rejected amongst authorities, yet it's a more popular folk theory than among experts. It's plausible. There are lots of good reasons for suspicion. It's not crazy to believe it.
