A few Democrats, to their credit, have indeed spoken up against the Chinese concentration camps. But by and large, the Democrats take a rather muted policy towards Chinese human rights abuses.
There are several reasons:
1. Democrats like to play the "we're no better ourselves" game. When someone brings up foreign human-rights abuses, they immediately bring up America's own sins. Ironically, this does nothing to help foreign victims - it's not like America standing on the sidelines "because we'd be hypocrites if we intervened" helps them at all.
2. Many Democrats, deep down, like China. You see this with Feinstein, who praised a belligerent and aggressive China as a "responsible nation." They see China as a nation that does what they wish they could do - implement a social-credit system, cracks down brutally on dissent. (Sure, they may dislike the pollution or income inequality, though)
3. Many Democrats are also afraid of China. This is why the NBA caved in so quickly to China and LeBron said that people who criticized China's suppression of Hong Kong "weren't educated." They know where their money comes from and they are afraid to jeopardize it.
4. Finally, many Democrats have a Neville Chamberlain mindset; they think appeasing foreign regimes is how you make them better.
I will add that the fact that the 1 million locked up in Xinjiang happen to be Muslims is the only reason some Democrats are even speaking of the topic at all. If they were Christians, it would be complete silence. The 1990s Clinton administration was notorious for its silence about how women were treated in China, such as the practice of forced abortions against their will.

It's not just American liberals either. Many European liberals wanted Mesut Uzil (Turkish Muslim soccer player in the English Premier League) muzzled and silenced because he spoke out against China locking up these million Uighur Muslims. These are the European liberals who have absolutely no problem with speaking for political causes such as LGBT, environmentalism, feminism, all sorts of liberal causes, but immediately pounce to squelch anyone who dares speak against the Chinese government.

Why not more outrage from the Chinese people? Are you serious man? They don’t have the freedom of speech like the United States has. You say something against the president or riot and loot in the streets like these a holes are doing, they will get their damn head chopped off in the arse handed to them. That’s why you don’t hear more Chinese people speaking out they know the consequences of that.

I'm pretty sure the OP is asking why there isn't more outrage in America, not in China.
