I'm not going to disagree. But is this a function of location?
New Orleans and Baton Rouge probably have a disproportionate amount of jobs compared the rest of the state. Monroe possibly being an exception.
Other parts of Northern Louisiana and Central LA have a low density of employers.
Note: I realize that mobility is a problem. Most Employers are going to seek local candidates. I've even been told that posting an address nearby an employer is an optimal strategy.

And funding has nothing to causal relationship with poor education. Once basic needs are met, parents and teachers are critical, mostly parents.
IQ is a combination of nature and nurture, but it definitely increases with education. It's a common myth that it doesn't.
The stupidity is due to lack of education and a culture that does not embrace education, knowledge, and progress. Louisiana is very insular, for better and for worse.
Parents aren't educated, which makes them less likely to support the education of their children. It's a continuous cycle that needs to be broken. Lack of education begets more lack of education. Additional funding isn't going to solve everything overnight, but it's a start in the right direction. Better qualified and higher paid teachers, administrators, and higher ups (e.g. school board president) can do wonders for a school district. Whether it's more dollars per student or just educational reform in general, something will need to be done to fix Louisiana's education related woes.

I suggest you become a teacher at one of New Orleans inner city schools, in order to make a difference. If you don't, they you are intentionally contributing to the problem.

We stay poor due to corruption which is enabled by our tax code, licensing regimes, and public bid structure. Our whole tax code is designed to make sure the vast majority of private citizens don’t FEEL like they’re being taxed as much, while shifting the bulk of the burden on private businesses AND providing complex credit regimes that ensure the largest companies pay nothing. We LOSE money on our income tax and inventory taxes. That’s how corrupt we are. You can’t start any business in Louisiana without going through some expensive, time consuming, arbitrary licensure or permitting regime.
The whole system is designed to limit competition to existing large firms while creating endless loopholes to funnel taxpayer money to friends and family and hold critical infrastructure hostage. What enables this is Louisiana’s top-heavy government that consolidates all power, money, and decision-making in the Governor’s office forcing local governments and business to have to come to the capital to beg for scraps. Our masive welfare state and civil service department ensures the majority of the population is completely dependent on the state government for their livelihood. The state government controls exucation funding to keep us all stupid and poor and dependent. We’re basically a 3rd world socialist banana republic.

Corporate welfare is the stupidest thing I’ve ever heard. The state isn’t giving them a damn thing you tard, they’re simply not stealing from them as much. Can we discuss what actual waste is? Because the amount of money we give to the parasitic amongst us is atrocious. We give these parasites money, food, housing, school, healthcare, and much much more. And for what? What does this accomplish? Nothing except for them continuously breeding more parasites. We would be better off taking that money and burning it. Because then it wouldn’t grow into an even larger parasitic entity.

How would you feel about removing children from parents at birth and giving them to most wealthy, only solution I can think of, and I am still not sure this would work because I am firmly convinced the problem is mostly genetic.
ETA: Or redistribute our cultural wealth. Not Fair that Louisiana has 1.5 Million units of culture while Vermont has 6,277.
Sterilization of bottom 25% around Middle School is the only other thing I can think of.

Every society in the history of the world has had "the poor" and every society in the future of the world will have "the poor". Some people just suck at making good decisions and at being personally responsible.
The good news is, that in America, the ladder out of poverty is ever changing and "the poor" of yesterday are rarely the same "poor" of today.
No matter how much money government spends on "the poor", as shown in the War on Poverty and the trillions wasted, we will always have "the poor".

Yes, we have the poor as has every generation before us and every generation after us. We, however, promote our poor to grow regardless of they have the ability to pay for said growth. Our poor can’t pay for their own basic needs, yet they have multiple children. Why? Because the more children they have, the bigger the check.

those demographic issues are exactly why LA is doomed and has little future
we have too many people with the lower class mentality. they have been used to give political power to people who only use them for the power. those politicains are kleptocrats who have pushed out businesses and corporations by trying to rob them blind.
we can't lure anything other than lower-level industries due to our uneducated and unskilled population. we have to "pay extra" for those even. i'm no fan of this crony capitalism from a purely ideological perspective, but everyone is doing it. if we stop, how will we recruit new businesses to LA?

Louisiana's population is not educated enough to work in many high paying fields. Part of the reason Google and IBM (and many other companies in many other fields) don't set up shop in Louisiana is because we don't have enough human capital, due in large part to our awful public education system.
Functional, low tax states, such as Texas, don't give freebies to corporations without expecting anything in return...and these states realize how important education is to the modern American dream.
