This is an interesting documentary for anyone with some free time.

TLDR - It's due in large part to corporate welfare...and in my opinion, it's no fault of the corporations as they are exercising their fiduciary responsibility to their shareholders by maximizing profit, which entails chasing subsidies. They aren't the ones primarily responsible for changing the rules of the game.

Good analysis and I don’t think LA should be bent over on tax breaks to industry but their focus on LA’s poor numbers is misguided. I don’t care how much money you have, you’re not going to change those numbers much. Those are cultural issues not broken by shiny new schools and whatever feel good community program you can dream up.

Ok I’m going to give you two scenarios.
1. You collect 5,000 a year with a 20% chance of collecting 1,000,000
2. You get $0. For 5 years then at the end of 5 years you collect 100,000 a year and at the end of year 8 you collect $1,000,000
This is you throw out all jobs, other impacts, etc..... this is just revenue.....

The Welfare State is one of the symptoms of the underlying problem, but far from the root of it. If we continue to blame poor people with no power on our problems, we'll never get anywhere. History books would show this is a pretty bad idea.

97% of Louisiana’s minority population are social parasites. Louisiana is 40% minority.
One quarter of Louisiana’s white population is Slingblade and also parasites.
No business (aside from the payday loan and ambulance chasing industry) that doesn’t need to be here wants to be here and isn’t. Look at oil and gas. They discovered they dont need to be in this judicial and social hellhole once global oil prices recovered and so they aren’t.
No amount of money or technology can make parents parent or make kids want to learn. The culture embraced by the majority of Louisiana doesn’t value education.

Show us stats that back up this synopsis.
Because after you do your research you will find that Louisiana spends a lot of education. It is that money isn’t spent efficiently. Which has 0 to do with corporate welfare.
But if you look at some of the better performing school districts in the state, it is because of corporate welfare. Look at the impact the nuclear power plant has had on the funding in the performance of the West Feliciana parish school system. That is only located in west fel because of the itep program.

The problem isn’t low IQ. And IQ is not related to education.
The problem is due to stupidity. Both it and the poor education system, as well as big governmental interference in business, and the welfare system are due to inferior culture.
And funding has nothing to causal relationship with poor education. Once basic needs are met, parents and teachers are critical, mostly parents.

Problem is with that is Louisiana spends more on education than many states.

Nonsense. Welfare states encourage dependency not self sufficiency. Dependent people do not become wealthy. The welfare state does not encourage upward mobility. Meanwhile our neighbor in Texas went the opposite route and look at them versus us.

Honestly, it's a vicious chicken or the egg cycle.
We dont have enough of an educated population in the fields that normally attract large businesses. Businesses see this and decide it's better to build somewhere else.
The educational system in many parts of the state has a lacked of qualified educators. Some places have more "permanent substitutes" than actual teachers. Businesses want their employees to have amenities such as good schools.
Quality people find moving more appealing for better jobs. And they want good public education instead of spending for private schools. Some of the issues are also old vs new generation. Many younger people prefer having multiple restaurant chains and other social events found in more business friendly environments.
The older crowd may not care as much ( some have kids to rear, some just prefer small town life). Regardless of their reasons, they want their areas to remain small and controlled by a few politicians.
To summarize:
You have relatively few white collar jobs in the state compared to the size of our college graduate classes.
Businesses dont see a return on investment and educated people leave. We also have a large poor population, so the tax burden is a deterrent.

No the reason Louisiana stays poor is not a revenue problem it’s a spend problem. We don’t allocate the state revenues to the highest and best use of those funds. We have been having fiscal cliffs while bringing in more tax dollars every year. It is how our constitution is set up, its protected money, its so many things.
Btw Texas doesn’t worry about property tax breaks to lure big business, they have the TEF which has north of $1 billion in it, which they cut huge checks to corporations. Louisiana can’t compete with that, so they utlitize property tax breaks which is a 0 dollar capital outlay.
Btw Louisiana spends only $400 less per student than California and do you know the difference in costs of living etc......

The best way to get people off welfare is to employ them. But when your best options are fast food and department stores, you'll never make enough money to live off of that.
The worst part is our welfare system will reduce even if you get a minimum wage job.

The biggest employers in the state is industry..... so their are pleanty of good paying opportunities for low education achievers.

That also presupposes our unemployed are qualified to do anything other than flip burgers and hang xxxxl size shirts on racks.
