Doubt it would ever be proven he released it on purpose or not.
Though, once it was out there and saw the potential harm, he definitely nefariously let it spread around the world, so China wasn't the only one to suffer. If that's something then he should definitely be held accountable.
The response to Trump stoping flights from China shows us how "contrarian to just be contrarian" the Dems are. They flipped flopped so much in that 3-4 month period.
