Because neither Trump nor the US control energy speculation which sets the prices for Brent crude, which most of the world uses to set prices. That mostly occurs in London.

I remember oil at $214 (in todays inflation adjusted dollars) in July 2008. It has been over $125 (in today's inflation adjusted dollars) many times since.

Oil, gas and diesel are fetching incredible numbers in foreign markets and pushing the aggregate price point up globally. There are three options:
1. Let it continue. While the American consumer suffers, American companies are cashing in. If you trust the long game, this option is fine.
2. Price fix companies from selling oil, gas and diesel past a certain figure. This is pretty much communism/planned economy and should be a hard no for anyone with a brain
3. Prevent US oil, gas and diesel firms from selling product internationally. This keeps prices at home manageable and letting scumbag Europeans suffer the fate they should be suffering.
TLDR; there is no good solution. This is the climax of a decades long charade unfolding before your eyes. This conflict has simply sped up the inevitable

Trump has his focus on the wrong thing right now. He should have concentrated on getting prices much lower so the Republicans could hold Congress. The hit everyday Americans are taking to their wallet is going to be impactful on Voting day.
Hopefully seeing the Democrats push towards socialism will make some understand life could get much worse.

Corporate greed is the only reason. Allowing speculators to make up some worry and run the price up is ridiculous. oil is the fuel of the whole economy and life. It should be the most stably priced thing ever.
