Why is Nikki Haley launching a PAC if she isn't trying to take the 2020 GOP nomination?

Nikki Haley is not challenging Donald Trump in the primary. She is nowhere near stupid enough to do that.

I’m happy they posted it. She isn’t likeable at all and hardly “conservative”.

I always get downvoted, but she wrote that NYT anonymous op-ed. She's a snake and will do whatever seems politically expedient. I don't like or trust her.

Ron DeSantis, Greg Abbott, Josh Hawley and Ted Cruz are my main candidates in 2024 but don’t underestimate Haley as she’s formidable in her own right and very shrewd from what I’ve seen so far.
She’s one of the rare few that left the Trump Admin on good terms with the President and nearly all wings of the GOP and that’s a feat that’s very hard to do.
If Donald Trump did not like her and did not trust her, we would’ve known a long time ago.

She’s building a campaign apparatus for when she does run in 2024. It’s not uncommon and never too early to do that.
