They don't have a budget because voters are stupid.
It goes like this:
1. A real budget contains items that can be extracted and blown up into a TV ad by their next opponent in their next campaign.
2. The ad cannot be refuted by explaining how out of context it is. Because...
3. Voters are too stupid to understand context.

Loss of employment is a fact of life for most people at some point in their career however, especially in the private sector. Due to a Medicare change in payment my entire industry was nearly wiped out a couple years ago. A team of government bean counters, with the stroke of a pen, cut thousands of jobs over night. Bureaucracy is a fickle bitch.

I really don't care if you feel sorry for me or not..thanks though. And yes, I do work for the FAA in Baton Rouge but am not an essential employee who is exempt from the furlough should it happen. I have read that we should get back pay but it's not guaranteed.

I'll say this though, I prefer the shutdown to Chuck getting his way on immigration because HE played fast and loose with YOUR wellbeing. I'm almost sure he's still getting paid as well.
