Is it really serving ANY purpose at all? Is there a chance it's actually more destructive than not?
Who is this for? Who even cares if he's "in public" or not? Nobody is really buying the stupid charade, are they?

I considered this as a possible rationale, but the way I see it now, the more he's out front the less believable it becomes that he's actually making ANY of the decisions being made such that they would be able to really pin anything on him.
