Why doesn’t La’s lieutenant governor run for Governor?

The job of lieutenant governor of La seems like a joke. No real responsibility, just a government paycheck and perks that go with it. Why doesn’t he run? Too fat?

Yep.
Kip was perfect for that job as the man loves Louisiana more than the cynical assholes that just want to jump ship out of state and then trash it. He would be a great rep for this state.
And I would say that Kip is far more business friendly and knows how to manage money far better than JBE ever will.

NY’s lieutenant governor at least serves as president of the state senate, essentially a Vice President at the state level. Some research shows me that La’s LT gov’s main job is tourism... wow...

He is basically the commissioner of tourism, not really a politician even. That's why they don't run for governor.

He claims he is “in charge of tourism” in Louisiana. He used to be the president of the southernmost parish of Louisiana. It is said that he made a lot of cash during the 2010 oil spill cleanup, leasing his land for the cleanup. Whether it was legit, or favoritism, I don’t know. But fat billy is certainly a member of the “good ole boy” club.

Because he knows he can't win. He's great for working a room or giving a speech, but he runs his office like he has ADD and apparently feels it's okay to yell and scream at his employees from time to time (see: Kriss Fortunato lasted all of one week as his main communication person when he first took office).

Ahh, the hell with it. Let's get Kip to run for governor. From the republican party, from the democrat party, from the pimp party, whatever. He won't try to screw the state, and he would be the most accessible governor we've ever had. You could find him at a happy hour in BR most days.
