The optics would be terrible in an election year. It's better to let these liberal cities burn to the ground and have the responsibility be on their local leaders (all Democrats).

It’s the responsibility of the city to stop the violence first. When they fail they should request the help of the state. And if the state fails or request fed help then Trump can send in the feds.
