Not defending Chelsea, but honestly that cross is not upside down. Cross is legit; shaped like this + (like a plus sign) the arms are all equal length. It is the connecting clip on the top holding it to the chain that makes it look upside down in these blurry pics.

Don't know her reasoning but the upside cross represents the crucifixion of the Apostle Peter. When Peter was to meet his fate, he insisted that he was not worthy of being crucified in the same manner as his Lord - Jesus Christ was crucified, hence his insistence of being crucified upside down. The inverted cross has been around forever but again, not sure why this skank does it.
ETA - however, it has been associated with atheism in more recent times. But I honestly don't know her religious views.
