Nope. If you knew what a refundable credit was you would have understood my statement. There is no other reason to mention the credit is refundable if it wasn’t going to someone who doesn’t have a tax liability.
If you have a tax liability it doesn’t matter if the credit is refundable or not. It only matters to those with no tax liability. I mistakenly assumed you weren’t completely ignorant on the matter. My fault. Won’t happen again.
