I think Schiff is hoping to catch Trump on obstruction and use that to impeach. The whistleblower stuff is just a means to an end.
The problem for Schiff is that Trump is smarter than him or any dem in the House.

Serious question. Is it "justice" if they bring articles of impeachment and the republican controlled hearing speeds through a trial with no substance to protect the president?

Biden was either corrupt and got QPQ favors for himself and his crackhead brother-widow-fricking son, or he is too stupid to have realized that he was conflicted with dealing with Ukraine. I suspect a little bit of both given that he openly admitted to have strong-arming the Ukraine government.
If asking for information about corruption from foreign governments involving potential opponents is illegal, then Hillary and DNC should turn themselves in.
