Where to report stimulus payments to foreigners?

Long story....
when I bought my home in 2019 there was a foreign student Kim moving out (renting a room) that was culinary intern at our country club.
Kim is a Filipino that was in the US for a total of 10 months before her visa was up and she went back to the Philippines.
From time to time we still get mail and when we would see it’s for her I would drop it off to the HR lady at the country club. Well middle of last year my wife was opening mail and accidentally opened a letter stating that the Trump stimulus has been deposited in Kim’s bank account. It really rubbed me the wrong way being Kim isn’t a citizen and not living in the US.
I contacted the HR of the country club and dropped off that letter to them.
Well fast forward to early 2021 and I get another letter from the federal government and it’s clearly another stimulus but this time you can feel a debit card in the envelope. I take pics of it and write my US Rep Mark Desaulnier telling him this is bullshite thr Feds are trying to send money to foreigners when our own citizens need the help.
Then somehow Kim got my email and phone number (apparently from the county club) and tells me she is expecting mail and would I please open it and send the debit card to her address in the Philippines. I tell her that’s illegal. She emails me back saying if I please do it she will buy me a gift. And how she is pregnant and really can use the money and the IRS won’t let her change to a foreign address in the Philippines.
Serval days later I’m having dinner and my doorbell rings and it’s some dishwasher from the country club that has Kim on speaker phone and she is wanting him to pick up her mail I have. I inform them both that I tossed it in the trash and to quit contacting me.
Few weeks pass
And today I get another economic stimulus envelope addressed to her with what is obviously a debit card it in.
Anyone know how I can report this to someone that can finally stop trying to send this girl our money?

Call the IRS and your nearest conservative talk radio station. Tell them your story. Call your congress person ((if conservative) office. All I got!

He’d have to make an account on the IRS website with her personal information. You can’t just use it like any other pre paid debit card
But when I got one I’m fairly certain I had to put in my social security number and the like. Wonder what the hell she would do

just write return to sender , addressee no longer lives in this country on the envelope and send it back.

I have received two payment cards and two notices from state unemployment here about me.
I never was eligible for payments. Never filed for unemployment.
They were close to my full legal name with different SSN numbers but delivered to my house and business address.
This is what happens with government running the show. Free money everywhere.

The debit card I got came with the SSN of whoever was doing the fraud to login.
It was live and ready to go.
Citi Bank I think did those?
I just called and said that aint me they used my middle name as a first name and its not my SSN and they had to cancel it out.

She shouldn't be getting this. At the same time I feel like (and I might be wrong here) that you are trying to make the argument that no foreigner should be receiving these. I am a foreigner and I've been living in United States legally for the last 18 years. I didn't receive any of these stimulus checks because I earn too much. But I know of many foreigner (including close family) who have received these stimulus checks, as they should have since they are US taxpayers.

Only NET US taxpayers should be given back money that was stolen from them.
Government workers for example should have gotten nothing. They are net tax takers. Giving back part of your government money doesnt mean you paid taxes.

This girl lived in the US for 10 months, left in 2019. barely learned to speak English with no plans on ever returning to the US.
She should NOT be getting free US tax payers money sent to the Philippines

Biden approved illegals to get up to 26K. So that card may be $26,000 US dollars and Biden so claimed it to be legit. I would give it to the dishwasher to get to the person as Biden doesn't GAF.
