re: What's to stop, say Texas, from pumping more oil?

They are pumping more. They are just selling it at $110 per barrel.
Now if you are asking why the price isn't coming down, it is because they can't pump and refine enough to make a difference on the global market.

Diesel emulsion mud is used in the joe mills formation mostly. Or in the upper sprayberry

They just like to spend money. We did a disposal well for them. It was 18 million. And they didn't get deep enough to utilize it. They will have to redo it. 6 month disposal well.

In spite of the feds, say Texas says "frick you" and pumps the oil anyway.
Why would “Texas” even have to say that to the Feds? There isn’t large chunks of Federal acreage in TX like there is in producing areas of WY, ND and CO.
“Texas” will have problems exponentially ramping up production due to supply chain and financing issues hamstringing drilling and production infrastructure.

Biggest concern is just the stuck rig count. If we can't get hands, we can't get new rigs.

wasnt keystone xl suppose to bring oil to the us?
Yes, the heavy crudes from up north.
Keystone XL has zero to do with oil produced from lands within Texas’s border.

I was unaware we banned drilling on federal lands and offshore. Can you send a link to some more details on the ban?
He issued a 60 day moratorium Day 1 on any new Federal action approvals that would result in new disturbance on Federal Lands.
Then once that went away after the Democrat governors of NM and CO panicked, Biden’s DOI handed out Federal APD approvals like Halloween candy. From March to about November of 2021, they approved permits at a faster rate than even Trump’s DOI.
Then the Washington Times or Post published an article about that, so his enviro-commie base got pissed, sued his administration to stop the GOM lease sale, and won.
So now the administration is using that district court judge’s ruling to slow play Federal APD approvals. However, there is not an outright official ban on Federal APD approvals at this time.

No new pipelines. You cannot get permitted from FERC which regulate pipelines in the US. They just slow walk them. No pipeline to sell any oil or gas to market then you don't spend the money to explore or produce. Also the banks know this so they will not loan the money. Refineries need federal emissions permission to expand. Slow walked also. Plus why spend the money when the DC Thugs are are trying to shite down the O&G industry.
Wow salient points. You work in that field?

Regulations and fear of lawsuits over "environmental" matters which would zap any profits. It is a limited resource. It will have greater value over time.

Texas is pumping more and has less risk as they have a port to distribute from. It’s the north east, California and Dakotas that have issues. Plenty available but no way to get it to market.

My wife has about a 15% stake in 1280 acres in Odessa. Trust me,they are pumping the hell out of that land.

oil company executives are liberal... they are loving the major profits they are making right now... buying russian oil for 27$ a barrel then selling it for 127$ a barrell... oil company workers are conservative but the executives are liberal... thank obama for that, did the same thing with the media..

Pioneer CEO has been giving Biden shite lately, so I don’t think your “oil company execs are liberal” statement is true, at least across the board.
Chevron’s CEO doesn’t seem like he has much tolerance for leftist shite either.

That is not true. Additional regulations have required a series of revised approvals to remain in compliance.
BSEE Data Center
The number of new GOM drilling permits from 1/21/2021 to 3/9/2022 approved by BSEE was 43, a 47% reduction from the year before.
Claiming an increase in permitting is completely dishonest. They know people won't fact check them and the press will regurgitate whatever they tell them.

Biden is a shrinking violet. Hell, his own party had to beg him to quit buying Russian oil.
From some who consulted for Shell, yep. Phillips 66 is the last of the good guys here in Houston along with the independents

So you're saying that Exxon CEO, Darren Woods, is a liberal?
I'm just not going to buy that, sorry.
