I'm pretty sure China is smart enough to know we wouldn't launch a nuke at our #1 trading partner. Russia also doesn't really have any strategic targets near NK.

Edit: Found out that last year they passed Canada as our #1 trading partner, so that's interesting.

My fear with China is that an unprovoked dropping of a nuke on Korea provides tangible evidence of escalation on our part. Any war with North Korea will pretty much have to be done in a conventional way unless they are the ones to start using nukes

Russia possibly, but I think that China's ties to American interests far outweighs their ties to the Russians at this point in our history. China and the US have all the interest in the world to maintain their alliance, while we don't have nearly as much to maintain ties with Russia. They're the US's #30 trading partner and China's #9. You don't go to war with your #1 trading partner.

True true, but by fallout, I meant actual fallout. At that point you don't care as much about trade just responding to your people dying along the borders.

How? Do you have any idea how many Americans live in South Korea? Try 150,000. Not to mention our allies. Combined there are 2 million foreigners living in SK. What about them? What about the South Koreans themselves?

You're just dim if you think it's as simple as evacuating the country and that there aren't 15 million questions that pop up when you say "just evacuate the country".
