That in and of itself is more than you suggested is it.
Article I Section 2 and Sec 8 talks about taxes. Sec 8 states:

Since the constitution states that these are the guidelines, congress shall act to protect those. Therefore they create laws to hold to account.

No sir. They have not. History 100% shows you wrong. Tariffs are one of those things that conservatives have always been pro. It was not until Libertarian influences did that somewhat change.
The issue with libertarians is that their world view is like communism. On paper, it's awesome. In execution, it's a disaster.
