That's putting it nicely. There are times when he comes off somewhat lucid even halfway coherent to the point where I have to give him some credit, but then stammers off into being a stuttering old degenerate fool.
I do not recall he ever had a stuttering problem when he was a senator or VP. He was always pretty clear and direct in his racist and insulting remarks.
