They can't meme because they don't have a sense of humor and are terrified of offending any of their own folks.
SO, you get them trying to copy the form or basic structure of effective memes and outside of extremely rare examples, just fail to hit the mark, at best. At worst, they're highly cringeworthy and, in turn, generate their own comedy (and not in a good way for the creators).
