It's obvious what Waltz is hoping to see, further escalation. Waltz will (behind the scenes) try to create a situation where Federal Law Enforcement has direct conflict with the National Guard.
The only thing Waltz is concerned with is to create as much chaos as possible to move attention away from his corruption.

Personally, when I rebel against armed ICE agents I typically prefer that it not be 2 degrees outside

Doing so not only makes it much safer for Federal officials to operate but also safer for those targeted, as it deprives the crowds that flock to the scene of apprehensions of the opportunity to cause chaos and enflame the situation.
