USAID had what I’ll call “giveaway” programs. To build up infrastructure in foreign countries. I did two. In order to get the approvals for those you needed influence to get your proposal “considered”. Foreign affairs committee was a good place to get those.
Feasibility studies or consulting fees by firms said senators would suggest shall we say helped that process along.
Follow the senator’s suggestions, get the project approved. Say no? Well sooner or later you find out another firm had the winning bid.

well they will be using Europe money, and if they think its good for them that's their call. Except for the fact they are broke, screwed energy wise , overrun with muslims and have lost their national interest. Kinda like Minnesota
