Do you really not know that?
They borrow it.
Primarily by selling security treasuries to investors (which includes the governments of other countries) which they have to pay interest on.

Everyone close your eyes and think back to the last time Congress did something that you thought was fabulous and that really fixed something.
Yeah, me either.
Now lest I be accused of being inconsistent, the Republican Congress does need to be the ones doing about 90% of what Trump has done so far via EO. Otherwise the clock is counting down to a day when every bit of it will be reversed.
But...they won't.

Yeah, and don't forget to tell all federal employees to routinely check all the couch cushions in the lobbies of all federal buildings for loose change.
Probably save more from that than cutting foreign aid. And if not, that plus a bake sale would definitely get you there.
