People standing in the parking lot. So someone breaks the altitude limit thus risking enforcement by the FAA and it’s not on purpose? Of course it was on purpose. No pilot is doing that to just fly around and have a look without a predetermined motive and instructions from someone.

The smart set on this forum said in another thread that “amateur drones” are threatening “responsible government actors” from rescue missions.

Once could be an accident. Yet twice suggests a pattern.
We have footage of black helicopters harassing private staging areas and still we have some on this forum who think that the mere suggestion that FEMA is attempting to sabotage citizen rescue efforts is akin to suggesting the moon shot was staged.

Civilian ? no not that I'm aware of. There are some out in California working for Cal fire and some of the police departments have them now. Sikorsky did market it as the S-70.
As for being masked:
Standard equipment for helicopter aircrew near open doors or windows now.
