Pretty much this.

It wasn’t like this was a snap storm with no warning either. I think the tea leaves had been out there for at least a week or two beforehand on how this was supposed to be bad, albeit not quite to this extent.

Maybe it is the “oh frick, hurricane’s coming!” mindset from living in south LA but I don’t have a lot of sympathy for people who hear a weather event is coming and do nothing to prepare for it.

He said she was fired for "defending him" so it's certainly possible she echoed some of his sentiments or did/said something to deserve a firing. Again, I don't know if that's the case, just saying that is in play here based on the mayor's words himself, she was not fired solely because of his comments.
