Not surprised that it's Travis County (Austin, the liberal wart on the otherwise beautiful Hill Country).

Maybe he's implying that when the illegals leave the sanctuary cities the local governments will raise taxes to offset the loss of federal funding.
In that case if there are no illegals, the city can no longer be a sanctuary city. Therefore federal funding would resume.
